البشير يشكل لجنة لإعداد دستور جديد قبل عرضه في استفتاء
اعلن الرئيس السودانى عمر البشير عن مشاورات لتشكيل لجنة قومية لاعداد وثيقة الدستور الدائم للبلاد، مؤكداً طرحه علي استفتاء شعبي حر عقب عرضه علي الهيئة التشريعية القومية.
وقال ان اللجنة تضم في فقهاء في الدستور وخبراء في القانون والسياسية والاقتصاد، مشيراً الي ان الخطوة تأتي سعياً لتحقيق توافق وطني واسع وعريض حول رؤية استراتيجية جامعة مع جميع مكونات المجتمع السياسية والاجتماعية والاهلية، مؤكداً استمرار الحوار السياسي لتشكيل تفاهمات تشمل الحكم وآلياته.
ودعا البشير في خطابه أمس امام الهيئة التشريعية القومية الي المشاركة بروح المسؤلية في الحوار الوطني الجامع لافتاً الي ان المشاركة تكون عبر منابر تتسع للراي والراي الآخر، واصدر البشير توجيهات لمراجعة حالات من يجري التحقيق معهم من المعتقلين السياسين بسبب الراي المخالف والمعارض للحكومة واخلاء سبيل من لم تقم عليه بينه تثبت ارتباطه بحركات تمرد ارهابية او عنف تقضي احالته للنيابة العامة، واكد ان سيادة حكم القانون وبسط العدل وضمان حقوق المواطن بجانب النزاهة في صرف المال العام واتباع التجرد والشفافية في اتخاذ القرارات ستكون المبادي التي تقوم عليها الجمهورية الثانية.
واعلن البشير تعديل قانون المشورة الشعبية لولايتي النيل الازرق وجنوب كردفان لتمديد القيد الزمني المحدد بالقانون وقال ان التعديل بغرض توسيع الوقت لابناء الولايتين لمزيد من التشاور ومعالجة اوضاعهما.
وشدد علي ان المشورة لا تتم إلا تحت سقف الولاء والمسؤلية الوطنية بين ابناء السودان، وطمأن ابناء الولايتين بتوسيع المشاركة السياسية العادلة وتمكينهم من قيادة شأنهم.
واوكد استمرار التعامل الجاد مع الآلية الرفيعة للاتحاد الافريقي برئاسة ثابو امبيكي لمعالجة المسائل العالقة بشأن أمن منطقتي النيل الازرق وجنوب كردفان.
واكد البشير التوقيع غداً بالدوحة علي الوثيقة النهائية لسلام دارفور مشدداً علي ان الوثيقة ستطوي ملف الازمة وتنقل الاوضاع في المنطقة الي افق جديد.
لكن النائب عن حزب المؤتمر الشعبي فى البرلمان اسماعيل حسين انتقد خطاب الرئيس واعتبر ما حواه لا يحمل جديداً، وقال انه كان يتوقع اعتذار رئيس الجمهورية للشعب السوداني واعلانه الاستقاله من منصبه كرئيس عقب انفصال الجنوب.
لافتاً الي ان الرئيس فشل في تحقيق برنامجه الانتخابي الذي بشر بالوحدة علاوة علي ان انقلابه العسكري قبل ربع قرن كان من اجل الوحدة.
واكد حسين في تصريحات أمس ان الجنوب حالة توجد الان في اكثر من منطقة في السودان الشمالي ورهن المحافظة علي ما تبقي من السودان بتغيير العقلية والمنهج اللتان تدير بهما الحكومة الاوضاع واردف "ما لم يكن هنالك تغير جزري في العقلية والمنهج سيتشظي ما تبقي من سودان الي دويلات".
وكان الرئيس السودانى تحدث ايضا عن برنامج اسعافي لثلاث سنوات قادمه لتعويض نقص موارد البترول لافتاً الي طرح تعديلاً لقانون الموازنة الجارية لاسيعاب المتغيرات الجديدة دون ان يتضمن مشروع التعديل فرض رسوم او ضرائب جديدة،
وأوضح وزير المالية السودانى علي محمود بقاء الجنيه السوداني كعملة للسودان مشيراً الي ان الاجراءات الفنية تقتضي تغيير العملة في الوقت الحالي لجهة ان الجنوب سيصدر عملته الخاصة الاسبوع المقبل مؤكداً ان تغير العملة لن يشكل أي اعباء جديدة مشدداً علي عدم فرض أي رسوم او ضرائب مالية جديدة على المواطنين في التعديلات الجديدة.
وزاد فى تصريحات للصحفيين امس "انها مجرد ترتيبات داخلية في الموازنة وستظل الامور عادية" قاطعاً بعدم تغير اسعار المحروقات والسلع الاستهلاكية حتي نهاية العام الجاري مؤكداأ توفرها في المخازن، وقال ان التفاوض جاري مع الجنوب حول البترول وانابيب النفط.
Bashir is a committee to prepare a new constitution before presenting it in a referendum
Sudanese President Omar al-Bashir for consultations to form a national committee to prepare and document a permanent constitution for the country, stressing put to a referendum after a free display on the National Legislature.
