Tre guerre per il più grande paese Africano!



Sudan, the largest country in Africa, has been at war for nearly 50 years. We look at three main conflicts:
· A brutal 21-year civil war between the north and the south that ended in 2005
· The ongoing humanitarian crisis in Darfur in the west where at least 300,000 have died and 2.9 million been displaced by fighting since 2003
· Tensions in eastern Sudan where insurgents have threatened to challenge the government for a share of the country's power and natural-resources.
An obvious question is: Why is Sudan plagued by internal conflict, and how are these three conflicts related, if at all? There is no easy answer, but a few explanations do shed light on the problem.
First, colonisers drew the boundaries of present-day Sudan without heed to the different religious and ethnic groups that already inhabited the territory, which was under joint Anglo-Egyptian control until 1956. This set the stage for showdowns between the north, populated predominantly by Arab Muslims, and the south, populated largely by animists and Christians of African origin.
The British lit the tinderbox when they left by leaving an elite group of northerners in charge.
Second, over the years those in power in Khartoum have marginalised southerners, Darfuris and several other groups in various pockets of the country, including provinces in eastern Sudan. In addition, the Islamist policies of the government in the 1990s added to the alienation of the southerners.
Third, rebels in all corners of the country share similar grievances over Khartoum's failure to provide even the most basic of services, and widespread abject poverty has fueled calls to share the wealth.
The discovery of oil in southern Sudan in 1978 only raised the stakes. Sudan rakes in up to $1 billion year in oil exports but there is little in the way of social services to show for it.
In 2005, it looked as though Sudan had finally moved to put its house in order. The government and the main rebel group in the south, the Sudanese People's Liberation Movement (SPLM), signed a peace deal that ended the north-south civil war.
A new power-sharing government was sworn in. But the peace deal looks shaky.
The conflict in Darfur and the possibility of new violence in the east, where rebels have the same grievances as those elsewhere in the country, threaten to derail the entire process.
Former SPLM rebels are now in the central government as ministers, so the fates of the south and of other troubled areas are increasingly linked. And as SPLM soldiers have supported the rebels in the east, the south could yet play a role in further conflict with Khartoum




Obama and Darfur - What to Expect

Yet to get a sense of what an Obama Administration might actually do, it's useful to take a moment and look back at some of the statements he made over the course of the campaign, and even before.
In the second Presidential debate, Obama offered the outlines of an Obama Doctrine, of when he would intervene in a humanitarian crisis. He said the following:
"So when genocide is happening, when ethnic cleansing is happening somewhere around the world and we stand idly by, that diminishes us. And so I do believe that we have to consider it as part of our interests, our national interests, in intervening where possible. But understand that there's a lot of cruelty around the world. We're not going to be able to be everywhere all the time. That's why it's so important for us to be able to work in concert with our allies."
The Obama Doctrine seems to say that the United States has a moral obligation to respond, but a measured moral obligation - idealism tempered by realpolitick. Hence the emphasis on working in partnership with others.
Besides the importance of working with allies, he also mentioned two specific steps he would take. First, providing logistical support to the existing AU-UN peacekeeping force, and second imposing a no-fly zone.
Obama has consistently advocated this sort of measured approach. In 2004, he called for sanctions against Sudan's leaders and oil industry, as well as U.S. logistical support for a peacekeeping force. He reiterated both the need for sanctions (in conjunction with the EU) and the importance of U.S. support for UN peacekeepers in a November 2007 interview with Save Darfur.
In addition, he recently took a strong line against President Bush's negotiations with Sudan to remove it from the list of state sponsors of terrorism. According to Obama: "This reckless and cynical initiative would reward a regime in Khartoum that has a record of failing to live up to its commitments." He has also spoken in favor of divestment.
It's important to note that though he spoke in favor of a no-fly zone during the second debate, his other comments on the subject have been more ambiguous. He was the co-sponsor of a 2006 bill supporting a no-fly zone, and then again called for a no-fly zone in a May 2007 statement. Yet he was more hesitant in November 2007, saying that as some NGOs oppose a no-fly zone, he would have to evaluate the pros and cons before making a decision.
Vice President-elect Joe Biden has taken a stronger line in the past - in April 2007, he said "I would use American force now". During the Vice Presidential debate, however, he advocated a more measured approach, with a focus on implementing a no-fly zone and supporting the AU-UN peacekeeping force:
"I don't have the stomach for genocide when it comes to Darfur. We can now impose a no-fly zone. It's within our capacity. We can lead NATO if we're willing to take a hard stand. We can, I've been in those camps in Chad. I've seen the suffering, thousands and tens of thousands have died and are dying. We should rally the world to act and demonstrate it by our own movement to provide the helicopters to get the 21,000 forces of the African Union in there now to stop this genocide."
He also outlined his own vision of when he thinks the US should intervene militarily.

Darfur/ Presidente del Sudan in viaggio per il Qatar
Doha ospiterà i colloqui di pace tra Khartoum e i ribelli

Khartoum, 23 nov. (Ap) - Il Presidente sudanese è partito oggi alla volta del Qatar per partecipare a una conferenza sullo sviluppo, in programma la prossima settimana. Lo ha reso noto oggi il ministero degli Esteri sudanesi.
Il Qatar si è offerto di ospitare colloqui di pace tra Khartoum e i ribelli della regione sudanese del Darfur, dove è in corso dal 2003 una guerra civile. Sebbene non sia stata ancora fissata una data, i ribelli si sono già recati a Doha per discutere del negoziato. Stando a quanto riferito dal sito web filo-governativo Sudan Media Center, Bashir incontrerà a Doha il Presidente Ciad Idriss Deby. I due Paesi hanno riavviato nelle ultime settimane i loro rapporti diplomatici.
Stiamo aspetando e datto che alcuni della lega Araba hanno messo la machina della pace speriamo che si va avanti con anche granzia del America di neo presedente Obama che repudia la guerra e nella sua campagna elettorale ha datto sostegno all dialogo anche con Iran e Cuba ................................................Azim

AFRICA/SUDAN - Il Presidente sudanese annuncia il cessate il fuoco nel Darfur ma i ribelli lo respingono
Khartoum (Agenzia Fides)- “Annuncio il nostro cessate il fuoco immediato tra le forze armate e le fazioni in guerra a condizione che cominci a funzionare un meccanismo efficace di monitoraggio e che la tregua sia osservata da tutte le parti coinvolte”: Così il Presidente sudanese Omar El Bashir, ha annunciato il 12 novembre a Khartoum di voler cessare unilateralmente gli scontri armati nel Darfur ed ha chiesto ai ribelli di fare altrettanto. La dichiarazione del Presidente sudanese è arrivata al termine della conferenza, avviata il 16 ottobre scorso, intitolata “Iniziativa del popolo sudanese'”, alla quale hanno partecipato i rappresentanti del governo centrale, di quello regionale del sud Sudan e dell'opposizione. Era presente anche il Presidente dell'Eritrea, Isayas Afeworki, unico Capo di Stato straniero ad aver accolto l'invito alla conferenza.La ribellione ha però respinto l'offerta del Presidente sudanese. “Si tratta di un esercizio di public relations” ha affermato un esponente del JEM (Movimento per la Giustizia e l'Eguaglianza), uno dei principali movimenti ribelli del Darfur.Nonostante l'apprezzamento espresso dal Segretario Generale dell'ONU, Ban Ki-moon, diversi osservatori internazionali ritengono che l'annuncio di Bashir sia una tentativo di ingraziarsi la comunità internazionale per potere poi evitare l'incriminazione per genocidio, crimini di guerra e crimini contro l'umanità che il Procuratore generale presso la Corte Penale Internazionale (CPI), Luis Moreno Ocampo, ha chiesto alcuni mesi fa (vedi Fides 15/7/2008). Il Presidente sudanese è accusato di aver incoraggiato e sostenuto l'azione delle milizie filo-governative (i cosiddetti Janjaweed) responsabili di atrocità contro la popolazione civile. Anche i diversi gruppi armati che si oppongono al governo di Khartoum avrebbero commesso violenze contro i civili, secondo quanto affermano le organizzazioni umanitarie che operano nella regione. Secondo il rapporto 2008 sulla popolazione mondiale del Fondo delle Nazioni Unite per la Popolazione (UNFPA), dall'inizio del conflitto, nel 2003, in Darfur oltre 200 mila persone sono rimaste uccise ed oltre 2 milioni sono state costrette ad abbandonare le loro case. Complessivamente 4 milioni di persone hanno bisogno di aiuto umanitari e di protezione. Una protezione che la UNAMID, la forza ibrida di pace congiunta di ONU e Unione africana, non è stata finora in grado di garantire, anche perché su 26mila uomini previsti, sono attualmente schierati solo 10mila. Anche quando gli effettivi dell'UNAMID saranno completi, il suo compito rimane comunque estremamente gravoso: controllare un territorio di 540mila kmq nel quale agiscono l'esercito sudanese, le milizie filo-governative e almeno 15 gruppi di guerriglia locali, senza contare i movimenti dell'opposizione armata ciadiana che hanno base nella regione sudanese. La grave situazione umanitaria del Darfur e nel nord Kivu (est del Congo) è stata ricordata da Papa Benedetto XVI nell'Udienza Generale, con queste parole: “Vieni Signore, nei campi di profughi del Darfur e del Nord Kivu”. السودان وتشاد يبحثان اقامة دوريات مشتركة على الحدود
يلتقي مسؤولون من تشاد والسودان في وقت لاحق اليوم السبت في العاصمة التشادية نجامينا لمناقشة اقامةن دوريات عسكرية مشتركة على امتداد الحدود بين البلدين.
وهذا هو الاجتماع الاول الذي يعقد بين ممثلين عن البلدين منذ استئناف العلاقات الدبلوماسية في وقت مبكر من الاسبوع الجاري.
ويشارك في الاجتماع وسطاء من كل من ليبيا والسنغال والجابون واريتريا.
وكانت الدولتان قد استأنفتا علاقاتهما الدبلوماسية بعد قطيعة دامت ستة اشهر، اثر اتهام كل منهما الآخر بدعم المتمردين المناوئين للطرف الثاني.
وكان السودان قد اتهم تشاد بدعم المتمردين في اقليم دارفور الذي شنوا في شهر اغسطس/آب الماضي هجوما على الخرطوم.
الا ان تشاد نفت ان تكون لها اية علاقة بالهجوم المذكور، واتهمت السودان بدعم الهجوم الذي شنه المتمردون التشاديون على العاصمة نجامينا في شهر فبراير/شباط الماضي والذي كاد ان يطيح بحكومة الرئيس ادريس دبي قبل تمكن القوات التشادية من دحره.
يذكر ان التوتر طالما شاب العلاقات بين السودان وتشاد، اذ سبق للبلدين ان قطعا علاقاتهما الدبلوماسية لاربعة اشهر عام 2006 ايضا بعد تعرض تشاد لهجوم شنه المتمردون آنذاك.
وكان الاتحاد الافريقي والحكومة الليبية قد توسطا لحل النزاع بين السودان وتشاد، حيث اتفق الطرفان في اجتماع عقد في طرابلس الشهر الماضي على الامتناع عن دعم المتمردين على جانبي حدودهما المشتركة.

Cessate il fuoo!!




Darfur: presidente Sudan annuncia cessate il fuoco EDIT 12.11.08 Un cessate il fuoco immediato e senza condizioni nel Darfur è stato annunciato oggi a Khartoum dal presidente sudanese, Omar el-Bashir, a conclusione di una conferenza per la soluzione pacifica del conflitto, cominciata dieci giorni fa. All'annuncio era presente anche il presidente dell'Eritrea, Isayas Afeworki, unico capo di stato che ha partecipato alla conferenza."Annuncio il nostro cessate il fuoco immediato tra le forze armate e le fazioni in guerra - ha dichiarato Bashir, parlando nella Friendship Hall, la sala dove si è svolta la conferenza -, posto che cominci a funzionare un meccanismo efficace di monitoraggio e sia osservato da tutte le parti coinvolte"."Avvieremo una campagna immediata per disarmare le milizie - ha aggiunto Bashir - e contenere l'uso delle armi tra le forze armate". Il presidente sudanese ha anche esortato le fazioni ribelli ad aderire al cessate il fuoco.La decisione, a quanto si è appreso, è contenuta in una risoluzione presa dalla conferenza, alla quale le fazioni del Darfur non hanno voluto partecipare.La guerra civile in Darfur è cominciata nel febbraio 2003 e, secondo stime internazionali, ha provocato finora 200'000 morti ed un paio di milioni di sfollati. Nello stato occidentale sudanese sono operativi contingenti di una forza di pace ibrida Onu-Unione Africana (Ua).

أعلن الرئيس السوداني عمر البشير اليوم وقفا فوريا لإطلاق النار في إقليم دارفور وأمر بشن حملة لنزع أسلحة الميليشيات في الإقليم الواقع غربي السودان.
لكن حركة العدل والمساواة احدى أكبر الفصائل المتمردة في الإقليم رفضت العرض ووصفته بأنه "غير جدي".
وقال البشير إن أوامره تقضي " بوقف فوري وغير مشروط لإطلاق النار بين القوات المسلحة السودانية والفصائل التي تحاربها في الإقليم على أن يتم مراقبة وقف إطلاق النار من جانب هيئة مراقبة وأن تحترمها جميع الأطراف".
وأضاف البشير أن الحكومة السودانية ستشن حملة لنزع أسلحة الميليشيات في دارفور وتقيد استخدام السلاح من جانب القوات الحكومية.
وكان البشير يتحدث بعد استماعه للتوصيات النهائية لمبادرة "أهل السودان" التي رعتها الحكومة وقاطعتها الفصائل المسلحة في دارفور والحزب الشيوعي السوداني وحزب المؤتمر الشعبي بقيادة حسن الترابي الحليف السابق للبشير.
وأكد البشير التزام الحكومة بالمفاوضات للتوصل إلى حلول للنزاع في الإقليم.
وقال سليمان صندل المسؤول العسكري في حركة العدل والمساواة لوكالة رويترز إن الحركة لن توقف قتال القوات الحكومية في الإقليم إلى أن يتم التوصل إلى "إتفاق إطار عمل يضمن حقوق الحركة"، وأضاف "لا يمكن أن نوقف إطلاق النار مجاناً.
ويتوقع أن تشكل مبادرة "أهل السودان" أساساً لمؤتمر للسلام يزمع عقده في قطر بنهاية 2008، لكن حركة العدل والمساواة قالت إنها لن تشارك في المؤتمر على الرغم من أنها سترسل مراقبين.
يذكر أن الحكومة السودانية تبذل جهوداً دبلوماسية حثيثة لاقناع مجلس الأمن الدولي بتأجيل إصدار مذكرة اعتقال بواسطة المحكمة الجنائية الدولية ضد البشير لاتهامه بالمسؤولية عن جرائم حرب في دارفور.
وكان الاتحاد الإفريقي والجامعة العربية طلبا من الأمم المتحدة العمل على تأجيل إصار المذكرة، كما تقدمت ليبيا وجنوب إفريقيابمقترح يدعم هذا التوجه.
وكانت العديد من المبادرات السابقة لتحقيق السلام في دارفور فشلت في وقف القتال الدائر هناك منذ عام فبراير/ شباط 2003.
وبينما تقول السلطات السودانية إن 10 ألف شخصاً فقط قتلوا في الصراع الدائر في الإقليم، تقدر الأمم المتحدة عدد القتلى بحوالي 300 ألف شخصاً والنازحين عن ديارهم بحوالي 2.2 مليون.

Si i rebelli credano che Obama scatena una guerra per loro sono delusi perche lui ha promosso nel sua campagna elettorale la lequedazione della guerra in Iraq.............................................azim

Ci vole un soluzione globale!!!



مبارك بحث مع البشير الاتهامات الدولية وتوجه إلى جوبا
غادر الرئيس المصري حسني مبارك السودان عائدا إلى مصر بعد زيارة مفاجئة التقى خلالها بالرئيس السوداني عمر البشير في الخرطوم.
وأعلن الرئيس مبارك عن بدء تحركات مصرية بشأن أزمة إقليم دارفور السوداني.
وكان الرئيس المصري قد قام بزيارة لمدينة جوبا جنوب السودان والتقي سيلفا كير النائب الاول للرئيس السوداني.
وكان مبارك قد أجرى الاثنين محادثات مع الرئيس السوداني عمر حسن البشير في العاصمة السودانية في الخرطوم حيث يقوم بزيارة رسمية.
ودارت المحادثات التي جرت بين الرئيسين حول اتفاق السلام بين الشمال والجنوب في السودان، كما تطرقت لبحث الأوضاع في اقليم دارفور حيث يواجه الرئيس البشير اتهامات بارتكاب جرائم حرب وممارسة الإبادة الجماعية حسب المدعي العام للمحكمة الجنائية الدولية.
ويعكف قضاة المحكمة الجنائية الدولية حاليا على دراسة الادلة التي عرضها المدعي العام لويس مورينو اوكامبو في يوليو/ تموز الماضي لمعرفة ما اذا كانوا سيصدرون مذكرة توقيف دولية في حق الرئيس عمر البشير.
ويطالب السودان بوقف الاجراءات المحتملة للمحكمة الجنائية الدولية واقناع الغرب بالعمل بجدية على ايجاد حل للنزاع في دارفور.
يذكر أن النزاع في إقليم دارفور غربي السودان والمستمر منذ عام 2003 أدى الى سقوط 200 الف قتيل.

Darfur, Sud sudan, Nuba, ci vole un soluzione globale e malgrado qualcuno non si fida del altro alora ci vole granzia internazionale, sia sud sudan che darfuriani non si fidano del 'arabi e quindi o granzia Africana del africa nera o Americana sotto il neo presedente Obama, e possibile anche una Comunita europea soluzioni ci sono ma nessuno fa avanti in tanto" POVERI DONNE E BAMBINI " SFOLATI DI CAMPI COME kARMA stano morendo di fame e fredo....e mi domando QUALI guida abbiamo sia governo che Jem, Sla,quali guida !!!!?????..................azim

Sudan/ Onu teme rivolte se al Bashir sara' incriminato dall'Aia
Responsabile missioni peacekeeping: a rischio i caschi blu

New York, 6 nov. (Ap) - Un'eventuale incriminazione del Presidente sudanese Omar al Bashir per genocidio in Darfur potrebbe scatenare "una reazione incontrollata" contro i caschi blu presenti in Sudan. E' quanto ha denunciato il Vice Segretario generale Onu per le missioni di Peacekeeping, Edmond Mulet, davanti al Consiglio di sicurezza dell'Onu.
Per Mulet, la richiesta del Procuratore della Corte penale internazionale dell'Aia, Luis Moreno-Ocampo, di emettere un mandato di arresto contro al Bashir "potrebbe avere implicazioni gravi per la sicurezza" dei peacekeeper. Al momento l'Onu conta 9.200 caschi blu nel Sud Sudan, con il compito di monitorare l'accordo di pace del 2005, e altri 11.500 nel Darfur. Secondo il responsabile Onu, la richiesta di arresto di Bashir potrebbe anche "potenzialmente far deragliare" l'accordo di pace del 2005 che ha messo fine a oltre 20 anni di guerra tra nord e sud del Paese, causando la morte di almeno due milioni di persone.
Lo scorso 16 ottobre, i giudici della Corte penale internazionale dell'Aia (Cpi) hanno chiesto al Procuratore capo Luis Moreno-Ocampo di presentare entro un mese nuove prove contro il Presidente sudanese, prima di decidere se spiccare o meno un mandato di arresto nei suoi confronti. Mulet ha aggiunto che la forza Onu "garantirà che le misure di sicurezza siano adeguate in caso di incriminazione". "Tuttavia - ha proseguito - temiamo l'eventualità di reazioni incontrollate da parte della popolazione".
Al Bashir ha sempre respinto le accuse di complicità nei crimini di guerra e contro l'umanità commessi nella regione occidentale del Darfur, dove è in atto dal 2003 una guerra civile. La Lega Araba e l'Unione Africana hanno chiesto al Consiglio di sicurezza dell'Onu di sospendere le indagini della Cpi, denunciando il rischio di compromettere ogni processo di pace.
