Locale: L'Unione europea in materia di obblighi internazionali del Sudan Omer al-Bashir


UE intende invitandoli entrambi il Sudan a cooperare pienamente con la giustizia internazionale che ha emesso mandati d'arresto contro il presidente sudanese Omar al-Bashir con l'accusa di crimini di guerra e genocidio in Darfur, secondo un progetto di dichiarazione ottenuta da AFP, una copia del Venerdì Santo.
Il progetto di dichiarazione sarà approvato dagli ambasciatori dell'Unione europea, ufficialmente l'approvazione dei ministri degli esteri quando si incontreranno Lunedi a Bruxelles.
Il documento sottolinea che "i crimini di guerra e crimini contro l'umanità e crimini di genocidio, che sollevano le maggiori preoccupazioni per la comunità internazionale e che egli non può accettare l'evasione di punire questi crimini."
Ha ribadito l'Unione europea nella comunicazione "il suo sostegno alla Corte penale internazionale e ha invitato il governo sudanese a cooperare pienamente con loro nel rispetto degli obblighi internazionali".
Questo avviso viene nella UE, dove vi è il presidente del Sudan è attualmente in Ciad a partecipare a un vertice regionale.
decisione del Ciad non arrestare Omar al-Bashir in questa occasione un acceso dibattito, perché la Corte penale internazionale emesso mandati d'arresto contro di lui per crimini di guerra contro l'umanità e genocidio in Darfur, Sudan occidentale, dove ha snocciolato guerra civile sette anni.
L'Unione europea è chiamata nel suo intervento tutte le parti sudanesi per accelerare i preparativi per un referendum sull'indipendenza per il Sudan meridionale per essere in gennaio 2011 sotto l'accordo di pace che si è conclusa nel 2005, due decenni di guerra civile tra nord e sud del paese.
In questo contesto, l'Unione europea ha espresso la propria disponibilità a inviare una missione di osservatori alle urne, esprimendo "preoccupazione" da "la crescente repressione politica" nel paese e "il deterioramento dei diritti civili e politici" in tutte le parti del Sudan.
Ha detto che l'Unione europea, in particolare per la chiusura di un numero di carta di giornale recenti e l'arresto di giornalisti.

يعتزم الاتحاد الاوروبي ان يدعو الاثنين السودان الى التعاون كليا مع القضاء الدولي الذي اصدر مذكرتي توقيف بحق الرئيس السوداني عمر البشير بتهمة جرائم حرب وابادة في دارفور، كما افادت مسودة اعلان حصلت فرانس برس على نسخة منها الجمعة.
وستطرح مسودة الاعلان التي صادق عليها سفراء دول الاتحاد الاوروبي، رسميا على مصادقة وزراء الخارجية عندما يجتمعون الاثنين في بروكسل.
واكدت الوثيقة ان "جرائم الحرب والجرائم ضد الانسانية وجرائم الابادة هي التي تثير اكبر قلق لدى المجتمع الدولي وانه لا يمكن قبول التهرب من معاقبة هذه الجرائم".
وجدد الاتحاد الاوروبي في البيان "دعمه للمحكمة الجنائية الدولية ودعا الحكومة السودانية الى التعاون كليا معها طبقا لالتزاماتها الدولية".
وياتي هذا الانذار الاوروبي في حين يوجد الرئيس السوداني حاليا في تشاد للمشاركة في قمة اقليمية.
واثار قرار تشاد عدم توقيف عمر البشير بهذه المناسبة جدلا حادا لان المحكمة الجنائية الدولية اصدرت بحقه مذكرتي توقيف بتهمة جرائم حرب وضد الانسانية والابادة في دارفور، غرب السودان حيث تدور حرب اهلية منذ سبع سنوات.
ويدعو الاتحاد الاوروبي في بيانه كافة الاطراف السودانية الى تسريع استعدادات الاستفتاء حول استقلال جنوب السودان المقرر في كانون الثاني/يناير 2011 في اطار اتفاق السلام الذي وضع حدا في 2005 لعقدين من الحرب الاهلية بين شمال وجنوب البلاد.
وفي هذا السياق، اعرب الاتحاد الاوروبي عن استعداده لارسال بعثة مراقبين الى الاقتراع، معربا عن "قلقه" من "القمع السياسي المتزايد" في البلاد ومن "تدهور الحقوق المدنية والسياسية" في كافة انحاء السودان.
واشار الاتحاد الاوروبي خصوصا الى اغلاق عدد من الصحف مؤخرا واعتقال صحافيين.
