بمنزلها الكائن فى أحد أحياء روما الجميلة الخضراء و فى بهو صالونها الأنيق الغارق فى السوداناوية التقت (الرأى العام) سفيرة السودان بروما اميرة قرناص و أجرت معها حوارا ركز فى مجمله على البداية الواعدة للشراكة الاقتصادية بين السودان و ايطاليا فى أعقاب عقد ملتقى اقتصادى كبير ضم عددا كبيرا من المسئولين فى البلدين ،أكدت قرناص فى إجاباتها على العلاقات المميزة بين السودان وإيطاليا و أن الفترة المقبلة ستشهد شراكات حقيقة و اعتبرت أن حراك السودان الثنائى مع الدول الاوربية يمثل كسرا بطريق غير مباشر للحصار المفروض على السودان و لفتت لعدم ممانعة الاتحاد الأوربى لعضويته من اقامة شراكات صغيرة مع السودان ووصفت قرناص علاقة السفارة بالجالية السودانية بالمميزة وهناك المزيد من الإفادات فى ثنايا الحوار التالى :







*برأيك ما هى أبرز المخرجات والمكاسب التى حققها الملتقى السودانى الإيطالى؟



فى اعتقادى أن أهم الأغراض المتعلقة بتعريف رجال الأعمال و الشركات الإيطالية بفرص الاستثمار فى السودان والمتمثلة فى موارده الزراعية و الحيوانية و المائية و السياحية بجانب مخزونه المعدنى و كثير من الموارد الأخرى قد تحقق ، كذلك الملتقى عرف بالنظام المصرفى و القانون الجديد للاستثمار بجانب توافر فرص كبيرة للقاءات تمت بين رجال الأعمال السودانيين و الإيطاليين تم خلالها طرح جملة من مشاريع الاستثمار المختلفة.



*فى تقديرك الى أى مدى يمكن ان يسهم الملتقى فى دفع العلاقات بين الخرطوم و روما؟



على هامش الملتقى تم ترتيب لقاء بين السيد وزير الخارجية على كرتى ووزيرة الخارجية الايطالية السيدة إيما بونينو بمقر وزارة الخارجية الايطالية تم توفير الدعم السياسى لتوطيد العلاقات الاقتصادية و التجارية و زيادة حجم التبادل التجارى بين البلدين ، وفى تقديرى و من خلال التعريف الذى جرى بفرص و مجالات الاستثمار واللقاءات التى تمت ان الفترة القادمة ستشهد مزيدا من التعاون العملى ،و أعتقد أن الخطوة الثانية بعد الملتقى هى الترتيب لرجال الأعمال و المستثمرين الإيطاليين للسودان للوقوف بأنفسهم على مجالات الاستثمار ثم بدء الشراكات الفعلية . و أنا على قناعة بان الشركات الإيطالية و رجال الأعمال سيستفيدون من الموقع الاستراتيجى لربطهم بالعالمين العربى و الأفريقى و الاستفادة من أسواقهم و خبراتهم .



*متى ستبدأ زيارات المستثمرين و رجال الأعمال الإيطاليين للسودان؟



هنالك بعض الشركات الإيطالية ستزور السودان نهاية نوفمبر المقبل ،و يجب أن أذكر هنا الاتفاق المبدئى الذى تم التوقيع عليه من قبل اتحاد أصحاب العمل السودانى والإيطالى و أتوقع ان تشهد الفترة المقبلة زيارات و توقيع اتفاقات فى المجالين الاقتصادى و التجارى بين رجال الأعمال فى البلدين .



*و كيف تنظرين لحجم مشاركة الشركات الإيطالية و رجال الأعمال فى الملتقى ؟



شاركت فى الملتقى أكثر من مائة شركة ايطالية و عدد كبير من رجال الأعمال بجانب مشاركة ما يفوق المائة من السودان و هذا يدل على اهتمام الجانب الإيطالى للتعرف على فرص و مجالات الاستثمار فى السودان و من ضمن الشركات المشاركة شركات كبرى لديها الخبرة و التقنية العالمية فى كثير من المجالات .و معروف ان إيطاليا تعد أكبر الدول المصنعة للآليات الزراعية و لديها خبرة وافرة فى هذا المجال و مجال التصنيع الغذائى ، و الملتقى يوفر فرصة للشركات الإيطالية كى تقدم خبراتها و خدماتها للسودان وأن تساهم فى المشاريع الإنمائية بالسودان و الاستفادة من الأسواق الأفريقية المجاورة للسودان خاصة و أن السودان عضو فى منظمة الكوميسا و هذا يمكن المنتجات الإيطالية من الدخول للأسواق الأفريقية بدون ضرائب بجانب توسيع دائرة انتاجها خاصة ان إيطاليا كسائر الدول الغربية تعانى أزمة فى اقتصادها .



*كم يبلغ حجم التبادل الاقتصادى بين السودان و إيطاليا و ما المتوقع بعد توسيع الشراكة ؟



فى تقديرى أن حجم التعاون السياسى أكبر من حجم التبادل التجارى القائم حاليا بين السودان و ايطاليا .و فى تقديرى ان حجم التبادل التجارى حتى 2012 كان كبيرا لكنه تأثر بخروج بترول الجنوب من دائرة الاقتصاد السودانى باعتبار ان إيطاليا كانت احدى الدول التى يصدر لها البترول السودانى ،و بخروجه انفض حجم التبادل التجارى و أعتقد بدخول رجال الأعمال و الشركات الإيطالية فى مجال الاستثمار فى السودان سيزداد و يرتفع حجم التبادل التجارى وهو واحد من الأهداف ان نرتقى بمستوى العلاقات الاقتصادية و السياسية بين البلدين و ان يتم توطيد العلاقة بين القطاع المصرفى و رجال الأعمال فى البلدين و نتوقع أيضا مشاركة واسعة للشركات الإيطالية فى معرض الخرطوم القادم .



*وصف وزير الخارجية علاقة روما بالخرطوم بالمتوازنة هل تتوقعون ان يخدم هذا التوزان علاقة السودان بالاتحاد الأوربى؟



المعروف أن إيطاليا دولة مؤثرة جدا فى الاتحاد الأوربى و لها ثقلها السياسى فيه .كما ان العلاقات بين السودان و إيطاليا قديمة منذ الاستقلال و ظلت طوال الفترة الماضية مستقرة و لم تحدث أية قطيعة بين البلدين و لكن بالتأكيد هنالك أوقات تبقى فيها العلاقات أفضل رغما عن اختلاف الحكومات و تغير الظروف و الأحوال ،كذلك هناك تقارب فى وجهات النظر حول كثير من القضايا و نتوقع ان يزيد الاهتمام خاصة و ان إيطاليا من الدول المهتمة بالسلام فى السودان و شاركت فى السنوات الأخيرة فى كل عمليات السلام و كانت مهتمة جدا بالعلاقات بين الشمال و الجنوب و تطورها و بعد التطور الإيجابى الذى حدث بين البلدين بعد زيارة سلفا الأخيرة من المتوقع ان يعطى ذلك دفعة جديدة للعلاقات الاقتصادية و السياسية بين البلدين .



*إيطاليا أعلنت عن تقديم دعم يقدر بـ (13) مليون يورو لمشاريع تنموية و صحية بالشرق بجانب تكليف الاتحاد الأوربى لها للإشراف على الدعم التنموى المقدم للسودان كيف تقرأون هذا التكليف و مواصلتها فى تقديم الدعم؟



معروف أن إيطاليا مهتمة جدا بالتعاون الإنمائى عبر المنظمات غير الحكومية و مبلغ الـ( 20) مليون يورو الذى خصصه الاتحاد الاوربى لتطوير مشاريع خدمية فى مجال الصحة بولايات الشرق و سيكون المنفذ لهذا الدعم هو إيطاليا بجانب مساهمتها بمبلغ آخر سيضاف الى مبلغ الاتحاد الأوربى لإقامة مشاريع بالولايات الشرقية و قد تم فعلا الاتفاق و ستنفذ المشاريع خلال الفترة القادمة .



*السيدة السفيرة العلاقات الجيدة التى أشرت اليها مع إيطاليا هل دفعت الجانب السودانى لمنحها ميزات إضافة للاستثمار فى السودان ؟



لا، ولكن بالنسبة لكل المستثمرين الإيطاليين الذين يودون الاستثمار فى السودان يمكنهم الاستفادة من ميزات قانون الاستثمار فى السودان و يمكن لإيطاليا الاستفادة من الأراضى الزراعية الصالحة فى السودان حيث يصنف السودان بانه من أكبر دول العالم التى تمتلك أراضى تصلح للزراعة و اذا ما نظرنا لإيطاليا باعتبارها أكبر دولة مصنعة للآليات الزراعية فإن قيام الشراكات سيسهم قطعا فى تعزيز و تطوير العلاقات و دفع حجم التبادل التجارى بين البلدين.



*السيدة السفيرة هل تتوقعون تعرض إيطاليا لضغوط من قبل بعض الدول الغربية التى ما زالت تصر على مقاطعة السودان ؟



خلال الفترة الماضية أقمنا منتديات شراكات اقتصادية فى عدد من الدول الأوربية .وفى اعتقادى ليس هناك حظر من قبل الاتحاد الأوربى على الدول الأعضاء فيه لإقامة مشاريع متوسطة و صغيرة مع السودان ، أضف الى ذلك هناك أزمة اقتصادية ومالية عالمية تعانى منها كثير من الدول الأوربية وفى تقديرى معظم الدول الأوربية بدأت تتجه نحو أفريقيا و اتجاه ايطاليا نحو السودان الذى تربطها به علاقات قديمة بجانب الموقع الاستراتيجى المميز الذى يتمتع به السودان سيفتح لإيطاليا أبواب الدخول نحو دول القرن الأفريقى خاصة و أن لديها اهتماما خاصا بدول القرن و لذلك لا أتوقع ممارسة ضغوط واذا حدثت ربما تكون فى حالة الدخول فى مشاريع كبيرة ، ولكن عموما الاتحاد الأوربى نفسه يشجع دوله على الدخول فى مشاريع اقتصادية صغيرة .فدول الاتحاد الأوربى رغم عضويتها إلا أن لديها بعض الاستقلال فيما يتعلق بمصالحها الاقتصادية الخاصة على المستوى الثنائى مع الدول.



*و هل صحيح أن إيطاليا دعمت السلام مقابل خلق فرص لها للاستثمار فى السودان ؟



الأمر ليس كذلك فالمعروف ان ايطاليا تمر بأزمة اقتصادية كبيرة وتسعى للدخول فى شراكات و محاولات إيجاد أسواق لمنتجاتها المعروفة بالجودة و العلاقات مع ايطاليا ظلت مستمرة حتى عندما كانت علاقة السودان مع الجنوب ليست جيدة .و أعتقد أن الانفتاح ايطاليا على السودان مرده لانفتاح الدول الاوربية عموما على افريقيا إضافة الى ان التحسن الأخير فى علاقة الخرطوم و جوبا زاد الرغبة الإيطالية فى توطيد علاقاتها الاقتصادية مع السودان .



*فى تقديرك هل حراك السودان الثنائى مع الدول الأوربية كسر حاجز العقوبات و الحصار المفروض على السودان ؟



أعتقد لحد كبير ساهم فى كسر العقوبات و أعتقد أن كل الدول الأوربية التى عقدت بها منتديات تتعامل وفقا لمصالحها الاقتصادية و أعتقد ايضا التعامل فيما يلى الجانب الاقتصادى لايعنى التوافق التام فى العلاقات السياسية خاصة و ان كل دولة تهتم بمصالحها الاقتصادية و هذه مسألة الاتحاد الأوربى موافق عليها و إلا لما توجهت هذه الدول لتوسيع و تعزيز علاقاتها الاقتصادية مع السودان . فى تقديرى يمكن كسر الحصار المفروض على السودان بطريق غير مباشر.



*السيدة السفيرة كم يبلغ عدد الجالية السودانية بايطاليا و كيف تتعامل السفارة معها؟



العلاقة بين السفارة و الجالية يمكنى ان أصفها بالجيدة .هناك أعداد ليست بالكثيرة من الجالية تعد معارضة للحكومة فى السودان و لكن الغالبية تتعامل مع السفارة و نلتقيهم فى الأفراح و الأتراح و نشاركهم و يشاركون السفارة فى كل المناسبات الوطنية و الأعياد .و الادارة القنصلية بالسفارة تقوم بكل ما يلزم من توثيق و استخراج شهادات و حل مشاكلهم و أستطيع أن أقول بيننا وبين الجالية برامج اجتماعية كثيرة .و يجب ان أشير هنا الى ان الجالية بايطاليا ليست بالكبيرة تبلغ حوالى (2200) عدد الموجودين بروما يترواح بين 400 الى 500 و السفارة تمثل بيت السودان لهم و تفتح أبوابها لهم فى كل الأوقات .و يمكننى ان أقول أن العلاقة بيننا و الجالية مميزة و فى اطار هذا التميز حرصنا خلال المنتدى على إقامة حفل اجتماعى مسائى قدمت فيه فرقة سودان فلكلور عرضا جميلا و مميزا نال رضا و استحسان كل أفراد الجالية.

IMF revises Sudan’s 2013 GDP forecast upwards


October 8, 2013 (WASHINGTON) - The International Monetary Fund (IMF) on Tuesday upgraded its projections for Sudan’s economic growth in 2013 compared to last April’s figures.

The World Economic Outlook (WEO) released today by the IMF also showed Sudan’s economy growing by 3.9% this year compared to a previous estimate of 1.2%.

But in 2014 the East African nation’s GDP is forecasted to slow down to 2.5%.

The inflation rate for 2013 will remain high at 32.1% before decreasing to 27.4% next year.

This year will be the first that Sudan achieves a positive GDP growth since the secession of the south in July 2011 which established a nation that took 75% of the oil reserves that existed prior to the partition.

Oil revenues constituted the majority of Sudan’s exports, national income and source of hard currency.

The IMF said in a separate statement last week that "economic conditions remained weak in the first half of 2013 despite some signs of improvement".

It noted that "non-oil real GDP growth is projected to slow further to 2.3 percent in 2013, and to remain below potential at about 3 percent over the medium term. Inflation would decelerate somewhat, but would remain in double-digit levels, reflecting the monetization of the budget deficit, as well as the continued depreciation of the Sudanese pound".

It also warned that despite an initial drop in budget deficit over the oil transit fees agreement with South Sudan, the deficit will widen again in subsequent years.

Fearing an economic collapse, as Sudanese officials termed it, Khartoum cut fuel subsidies late last month which almost doubled prices of gasoline and diesel thus triggering some of the worst protests Sudan has seen in years.

The Sudanese pound has lost more than half of its value pushing inflation rates to record levels given that the East African nation imports most of its food.

Sudan Forex reserves held by the central bank cover only two months of imports, according to IMF figures. Sudanese officials in the past have said they have enough holdings for five months of imports.

The IMF urged Sudan to strengthen current economic policies with urgent focus on addressing fiscal imbalances and tax reforms.

"While most of the adjustment effort will need to focus on reducing expenditures by reducing transfers to states, and gradually phasing out subsidies, tax revenues will also need to be increased, in part through streamlining tax exemptions and rationalizing tax incentives. Monetary policy should be geared towards combating inflation; a key requirement in this regard is formulation a clear mandate for the Central Bank to facilitate its operational independence. Immediate unification of the exchange rates and greater exchange rate flexibility is crucial to facilitate the required external adjustment and to safeguard and rebuild official exchange reserves," the statement said.

The IMF also urged Sudan to work with South Sudan on the issue of debt that existed under the pre-secession Sudan but currently inherited by Khartoum.

"In light of Sudan’s large stock of overdue external debt obligations, the government should work closely with South Sudan, as part of the recently signed Comprehensive Agreement, on reaching out to creditors to elicit their support for comprehensive debt relief, given the approaching deadline of the “zero option” for debt apportionment".

North and South Sudan agreed to work jointly on seeking debt relief from international creditors. If these efforts are unsuccessful the ex-foes will sit down again to decide on how to split the debt.

According to IMF projections, Sudan’s external debt as percentage of GDP increased to 87.6% from 82.2% in 2012.

Sudan has not lodged any complaint over US treatment of foreign minister

October 4, 2013 (KHARTOUM) – The Sudanese government has yet to lodge an official complaint with the United States or the United Nations over stopping a diplomatic vehicle in New York carrying foreign minister Ali Karti and UN ambassador Daffa-Alla Elhag Ali Osman last month.

The two diplomats were on their way to the UN headquarters during the UN General Assembly (UNGA) meetings on September 23rd when they were stopped by New York police.

The police officers asked all passengers to step outside the vehicle and stand away so it can be searched. Despite objections by the UN envoy, the police went ahead with an "extremely thorough" search of the car including the trunk and compartments using police dogs that sniffed through the interior, a UN official told Sudan Tribune this week.

Karti did not raise this issue during his meeting with the UN Secretary General Ban Ki Moon the next day.

It is now understood that Sudan wants to put this issue to rest and has no desire to escalate it.

A source told Sudan Tribune on Friday that he believes that the search was meant as a message to the Sudanese government to discourage president Omer Hassan Al-Bashir from seeking to attend UNGA meetings.

He noted that similar actions were taken against by US against Syria’s UN ambassador Bashar Ja’afari who has seen his luggage and that of his family being thoroughly searched at airports prompting him to complain.

Washington condemned a visa request made by Bashir to attend UNGA and called on him to answer charges first at the International Criminal Court (ICC), which indicted him in 2009 and 2010 on ten counts of war crimes, crimes against humanity and genocide in connection with the decade-long conflict in Sudan’s western region of Darfur.

The US has kept the request pending without making a decision until Bashir eventually cancelled his scheduled appearance and according to a pro-government newspaper in Khartoum withdrew his passport.

Tabitha Boutros Describes Economic Reforms as a Key for Development


Khartoum – the State Minister at the Ministry of Electricity and Dams has said that Sudan's security is "red line" and welcomed the idea of interactive dialogue among women leaders.



Addressing women forum organized yesterday by the General Union of Sudanese Women; Dr. Tabitha Boutros called for renunciation of violence and regionalism, adding that women are guaranteed the right to express their opinion on national issues.



She said the cooperation agreement signed between Sudan and South Sudan threw the so-called Sudan Revolutionary Front (SRF) off balance and that was why it triggered a war in South Kordofan, Blue Nile, Abu Karshola and the recent acts of sabotage in the national capital following the announcement of economic reforms package. The SRF will never be able to achieve what it wants, she said.



Sudan, like all other countries faced economic difficulties and took measures to address the crisis, she said, and called on the Sudanese women to undertake effective role.



Meanwhile, the Minister of Human Resources Development, Ms Ishraqa Sayed Mahmoud called for full support for the Armed Forces and its commander-in-chief Field Marshal Omer Hassan Al Bashir.



She urged the formation of a unified national front to preserve the security and integrity of the country. The Sudanese women are required to engage in dialogue to address economic issues, she said.

Reform package targets economy collapse aversion: Al Bashir




The commander -in-chief, President Al Bashir praised the armed forces role in safeguarding the territorial integrity of the land throughout the historical epochs, in addition to training officers from sisterly counties, guided by the belief in the unity of cause and destiny.



Al Bashir who yesterday addressed graduation ceremony of national defense batch (25), and PSC No. (13) at the military academy said the salvation revolution has been faced with challenges since its advent. “South Sudan has separated after the peace agreement, and war flared in Darfur to tarnish the image of Sudan,” he said, announcing the government commitment to the Doha peace agreement, and pledging to do the utmost to address the root-causes of conflict in Darfur.



He further added that the government has reached agreements with South Sudan as regards the latter’s support to rebel movements, referring to the recent cooperation between the two countries.



Reverting to the recent economic measures, Al Bashir said these measures were unavoidable to avert the collapse of the economy following the rise of the inflation rate and the weak exchange rate of the national currency, two developments which he said they occurred after oil has gone to South Sudan.



The President affirmed that staging of peaceful demonstrations is a right guaranteed to all citizens, hailing the nation for abortion of conspiracies against the country. He added that Sudan upholds cooperation with neighborly countries and national forces to complete the development projects, hailing the military, police and security forces role to keep up national gains.

Sudanese presidential aide suggests crackdown on protestors was "excessive"


September 30, 2013 (KHARTOUM) - The Sudanese presidential assistant Abdel-Rahman al-Sadiq al-Mahdi issued a statement today in which he appeared to blame the government for the large number of deaths that occurred in last week’s protests.

Thousands of demonstrators took to the streets in different parts of Sudan to protest Khartoum’s decision to lift fuel subsidies.

Activists say over a hundred people were killed by the Sudanese security since the start of the protests while authorities admitted to the death of only 33 including policemen. They also accused protestors of vandalizing and damaging gas stations and public transportation buses.

Sudanese officials accused outside elements, namely the Sudanese rebels of carrying out the killings and insisted that they did not use live ammunition.

But al-Mahdi suggested in his statement that the government is responsible for the human toll.

"We have watched with great pity the events which have taken place following the decisions of economic reforms and the concurrent removal of subsidies on fuel , and I would like to address the public opinion out of concern for the homeland and my belief in the sanctity of the blood of the Sudanese," the statement reads in part.

"We tried as much as possible to have the decision on this important issue through consultation and enlightening the political spectrum and by consensus and compromise but the step of consultation did not produce the desired understanding," al-Mahdi wrote.

The presidential assistant stressed that peaceful protests against the decision is legal but not "sabotage and arson".

However he acknowledged that the authorities may have committed some mistakes in handling the protests.

"The response to the demonstrations that occurred had excessive violence by some insubordinates in which peaceful protestors fell victims that our duty was to protect them. I while condemning it, pray for the souls of the martyrs , and we promise that we will seek to achieve accountability deserved on the matter and bring justice for the victims and their families" al-Mahdi said in his statement.

"I also believe that these unfortunate events clearly confirms that the polarization present in our country and the differences in views and positions are always occasions for accusations and mutual mistrust but also for the dialogue of violence and counter-violence".

Al-Mahdi’s departure from the official position echoes that which was expressed in a memo by more than 30 officials from the National Congress Party (NCP) who urged president Omer Hassan al-Bashir to prosecute those behind the killings and asserted that the demonstrators were not allowed to "peacefully express their views in line with the constitution".

A senior official in Sudan’s NCP on Monday criticized the violent crackdown.

"The fact that so many have died points to the degree of violence," the official told Agence France Presse (AFP) on condition of anonymity.

"I believe it was unnecessary to repress the peaceful demonstrators. Peaceful demonstration is a constitutional right," the official said.

On Monday, the UK Minister for Africa, Mark Simmonds said he was "shocked and saddened by reports of Sudanese security forces’ use of excessive force against protesters in Khartoum and other Sudanese cities over the last five days".

"I urge all parties to exercise maximum restraint and I call on the Sudanese Government to cease the use of live ammunition immediately," Simmonds said.

The UK official also said he is "concerned at the large number of detentions, including of a number of journalists and political activists, and by the heavy censorship of the press and closure of international news agencies".

"The Government of Sudan must respect the right of its people to peaceful assembly and freedom of expression," he added.

Last week, the US issued a condemnation of the "brutal crackdown" on protestors and " excessive use of force against civilians".

"Such a heavy-handed approach by Sudanese security forces is disproportionate, deeply concerning, and risks escalation of the unrest" the US State department said.

In Geneva the spokesperson for the UN High Commissioner for Human Rights, Cécile Pouilly, issued a statement last Friday expressing concern following reports about excessive use of force against peaceful protesters .

"We are deeply concerned about reports that a significant number of people have been killed during the demonstrations taking place across Sudan since Monday", Pouilly said.

The spokesperson called on the Sudanese authorities to "show utmost restraint" and to refrain from resorting to violence, stressing that "under international law, intentional lethal use of firearms can only be justified when strictly unavoidable and only in order to protect life".

30 DUP officials call on their party to withdraw from the NCP-led government


September 29, 2013 (KHARTOUM) - Thirty members from the Democratic Unionist Party (DUP) have called on their party to pull out from the government and threatened dissociate themselves from their ministers in the cabinet if they don’t.

In a statement sent by the disenfranchised DUP officials, they called on the government to reinstate fuel subsidies that were scrapped this week and led to violent demonstrations that killed at least 33 according to official figures.

They called the economic measures as ones that exacerbated the suffering of Sudanese people.

The signatories also condemned violence against protestors and demanded prosecution of those who stand behind it.

The DUP, which sealed a political partnership with the ruling National Congress Party (NCP) in December 2011 and was granted several posts in the cabinet, initially announced its support to the economic measures aiming to bridge a budget gap.

But later the DUP spokesperson Ibrahim Mirghani released a statement denying the statement by his colleague in support of the subsidies move adding that they handed a written position to the finance minister in this regard.

Last Thursday, DUP leadership commission made the same calls and threatened to withdraw if their demands are not met by Sunday.

The party’s chief has Mohamed Osman al-Mirghani left the country to seek medical treatment abroad/
