Ha detto il dottor Jibril Ibrahim, Vice Presidente dell 'opposizione sudanese Fronte Rivoluzionario, capo del Justice and Equality Movement, ha detto che il governo sudanese ha bisogno di specificare la posizione del dialogo, che è diventato un requisito per tutti, e per dimostrare la sua credibilità, sottolineando che il presidente sudanese Omar al-Bashir ha dato la sua approvazione per l'intermediario presidente africano Thabo Mbeki a tenere conferenze Moschea al di fuori del Sudan, ha anche avvertito della sentenza Congresso nazionale respinto il dialogo, perché questo renderebbe tutte le opzioni aperte davanti al fronte Rivoluzionario.

- Fronte Rivoluzionario oggi è militarmente più forte che mai, e si rivelerà a voi oggi che, e la data del RUF e la sua letteratura conferma che sono alla ricerca di una soluzione completa, che è la sua opzione strategica, perché sanno che gli effetti nocivi della guerra e dei benefici della pace, ma di assumere una polemica che premessa debolezza militare è corretto, perchè non abbiate fretta sistema e cogliere questa opportunità

Sudan urges UNHRC to end mandate of independent expert
September 24, 2014 (KHARTOUM) – The Sudanese government has urged the United Nations Human Rights Council (UNHRC) in Geneva to end the mandate of the independent expert.
It also rejected accusations made by NGOs and Western countries that it is responsible for committing serious violations of freedoms and human rights, particularly in the conflict-affected areas of Darfur, South Kordofan and Blue Nile.
But Sudanese sources involved in the meetings told Sudan Tribune that they expect the country to remain under Article 10 with a different mandate on providing assistance.
The government delegation claimed that some Western countries seek to place Sudan back under Article 4 on the grounds of a deterioration of human rights in the country.
The Undersecretary of Sudan’s Justice Ministry Esam Abdel-Qadir accused the European Union (EU) and rights groups that are hostile to Sudan of working in close coordination to condemn his country and discredit its positive work with UN organisations working in the field.
He spoke of efforts to refute report of the independent expert and allegations made against Sudan by other nations.
"The delegation has studied in depth the report of the independent expert and what can be responded to in terms of remarks," Abdel-Qadir said.
The remarks by delegates of Western countries and humanitarian agencies focused on aerial bombardments and government restrictions imposed on organisations causing a deterioration in the humanitarian situation of thousands of civilians in Sudan.
They also denounced the practices of the government towards civil society organisations, including shutting it down and restricting its activities.
The Arab and African bloc at the meetings on the other hand focused on positive efforts made by Sudan on national dialogue and inviting opponents to lay down their arms and seek peace.
The UNHRC independent expert for Sudan Mashood Adebayo Baderin presented his report to the council on Wednesday in which he strongly criticised Khartoum’s handling of protests which broke out in September of last year following the government decision to lift fuel subsidies.
Baderin noted the absence of any serious move towards an independent investigation into these events and urged Khartoum to conduct a public inquiry and independent investigation into the killings and abuses that have accompanied these demonstrations.
He also suggested forming a commission of inquiry headed by a retired judge and independent experts drawn from academia, civil society, forensic experts other relevant professional bodies in Sudan and candidates from the African Union and the Arab League.
The report recommended that the Sudanese government undertake accelerated and concrete actions to address human rights issues which included freedom of demonstrations and peaceful assembly, freedom of the press and expression, censorship on newspapers and the media, freedom of religion and belief and halting air strikes on civilians in South Kordofan and Darfur, the arbitrary arrest of political activists, and reaching a peaceful solution to the political crisis.
The expert also called for the abolition of the National Security Act of 2010 or reconciling it with the constitutional and international obligations in the field of human rights, ensuring the freedom of the press, stopping arbitrary arrests and detentions, ending censorship of the press and clamp down on civil society organisations, fully respecting the right of liberty and individual freedom.
He demanded that Sudan conduct a review of Article 126 of the Sudanese Criminal Law of 1991 regarding apostasy in line with its obligations in the field of human rights and international and constitutional freedom of religion and belief.
Baderin stressed in his remarks that followed those of the Sudanese Minister of Justice Mohamed Bushara Dousa, the existence of serious violations of human rights in Darfur, Blue Nile and South Kordofan, adding that most abuses in Sudan stem from wars. He did however, point to positive steps taken by Khartoum to address the human rights situation.
The United States representative in UNHCR Keith Harper said that his government is “greatly concerned by the escalation of violence and deterioration in the human rights situation in Sudan”.
“We remain troubled by widespread and credible reports of human rights violations and abuses and international humanitarian law violations perpetrated by the Government of Sudan and government-aligned groups. These include reports of ongoing indiscriminate aerial bombardment of civilian areas by Sudanese government forces in Blue Nile, Southern Kordofan, and Darfur, and reports of the government’s continued killing, torture, rape, arbitrary detention, and violent repression of its citizens. We are also concerned by the government’s continued restrictions on humanitarian access to Sudanese citizens in dire need,” Harper said.
Harper said they are also concerned with what Baderin mentioned on the National Intelligence and Security Services (NISS) infringement on “civil and political rights”.
“This includes the fatal shooting of a third-year university student during protests at Khartoum University. It includes attacks on peaceful protesters in September 2013 that resulted in many deaths, as well as the subsequent lack of a thorough and independent investigation” he said.
The US official also highlighted what he termed as Sudanese government’s violation of religious freedoms and beliefs and referred to the case of Meriam Ibrahim who was initially sentenced to death for apostasy and later released after appeal court overturned the verdict.
“The Government’s violations of the right to freedom of religion and belief, as evidenced by its allowing Meriam Ibrahim to be charged for apostasy earlier this year, are also troubling. We agree with the IE’s recommendation that the case highlights the need for appropriate human rights training for Sudanese judges,” Harper added.
He also criticised Khartoum’s “ongoing crackdown on dissent” saying that its actions include “targeting political leaders and youth activists, newspapers and journalists, students, civil society organisations, and protestors”.
But Sudan’s justice minister vehemently rejected those accusations and said in his speech before the Council that Sudan is committed to ensuring the freedoms and the preservation of human rights. He also denied aerial bombardment of civilians and accused rebels of attacking villages and towns and committing well documented abuses.
Dousa denied the existence of political prisoners and said that these detainees are currently serving sentences regarding criminal cases and stressed that there are no restrictions on NGO’s. He pointed that the number of organisations working in the country rose from 91 to 106.
He further rejected accusations by the independent expert of Khartoum dragging its feet in investigating the September 2013 protests and pointed out that the government has submitted to him a detailed report on measures undertaken with respect to those events.
He dismissed any indications of impunity stressing that the judicial system in Sudan is “established, independent and able to apply the law”.
Dousa also questioned the need for extending the mandate of the independent expert saying he has failed to render aid to Sudan as the international community also failed to lift sanctions and cancel debts or pressing rebels to stop violations and abuses.
"What is the use of the mandate imposed under article 10? Isn’t it fair to end the mandate and let Sudan like other states apply its laws?" he said.

22 Settembre 2014 (KHARTOUM) - Il parlamento sudanese ha respinto la decisione dell'Egitto di nominare un presidente per il consiglio comunale nella zona HALAYEB contestato dicendo dealing sensibile del Sudan con la questione non significa accettazione dello status quo.
Il triangolo HALAYEB che si affaccia sul Mar Rosso è stata una questione controversa tra l'Egitto e il Sudan dal 1958, poco dopo il Sudan ottenne l'indipendenza dal dominio britannico-egiziano.

Egitto messo da parte i ripetuti inviti del Sudan per riferimento la controversia ad arbitrato internazionale.
Lo scorso febbraio, il governo egiziano ha emesso un decreto HALAYEB trasformando in una città che comprende i villaggi di Abu-Ramad e Ras-Hedreba.
Il ministro egiziano di sviluppo locale, Adil Habeeb, il Venerdì nominato un presidente per il consiglio locale nella città di HALAYEB.
Il capo della sottocommissione parlamentare per gli affari esteri, la sicurezza e la difesa, Malik Hussein, ha detto che l'escalation egiziana del problema e la sua decisione di nominare un presidente per il consiglio locale della zona è inaccettabile, sottolineando che HALAYEB è parte del territorio sudanese .
Egli ha sottolineato che la controversia sarà risolta attraverso le leggi internazionali, dicendo che il suo paese è pronto a mantenere forti legami con l'Egitto.
"Ma che né i mezzi né l'abbandono HALAYEB implica il silenzio sulla questione", ha aggiunto.
Hussein ha sottolineato che gli organi esecutivi sudanesi potranno intraprendere le misure necessarie per rispondere alla mossa egiziana.
Il deputato ha osservato che la mossa egiziana era probabile una risposta alla recente decisione della Commissione elettorale sudanese Nazionale (NEC) per includere HALAYEB nelle circoscrizioni geografiche per le elezioni 2015.
Ha chiesto di mantenere la calma verso eventuali provocazioni dal lato egiziano, dicendo questione HALAYEB è un legale e logico non un'opinione pubblica uno.

US president to nominate S. Sudan ambassador
September 18, 2014 (WASHINGTON) – US president Barack Obama announced on Thursday his intention to nominate Mary Catherine Phee as its new ambassador to South Sudan.
Phee, one of the seven individuals nominated for key administration posts, replaces Susan Page who completed her term last month.
“These men and women have demonstrated knowledge and dedication throughout their careers. I am grateful they have chosen to take on these important roles, and I look forward to working with them in the months and years to come,” Obama said in a statement.
A career member of the foreign service, Phee is currently the chief-of-staff at the office of the special envoy for Sudan and South Sudan.
She previously served as deputy chief of mission at the US embassy in the Ethiopian capital, Addis Ababa, from 2011 to 2014, having worked in Iraq, Italy, Kuwait, Egypt and Jordan.
Phee holds a B.A. from Indiana University and Masters in Law and Diplomacy from Tufts University.

Freed Sudan opposition leader says release of political detainees not sufficient for dialogue
September 17, 2014 (KHARTOUM) – The head of the Sudan Congress Party (ScoP) Ibrahim al-Sheikh vowed not to enter into any deals with the government and downplayed the significance of the ongoing national dialogue process called for by president Omer Hassan al-Bashir earlier this year as long as it does not lead to annulment of restrictive laws, implementing the rule of law and enforcing the independence of judiciary.
Al-Sheikh also underscored that the environment has yet to be conducive for dialogue despite the release of some detainees.
"That will not be enough because there are a large number of detainees who are [still] in the prison as well as the need to stop the war and the supply distressed areas that suffer from shortage in food and medicine,” he said in press statements after his arrival in Khartoum from North Kordofan state following his 3-month detention.
The ScoP leader reiterated that that he will not apologize for accusations he made against the Rapid Support Forces (RSF) saying any such move is a "betrayal and a crime and disregard to the martyrs of September [2013] protests".
Al-Sheikh was arrested by Sudanese authorities last June after remarks he made at a symposium in al-Nuhood town in which he denounced the RSF government militia and charged its members with committing abuses against civilians in conflict zones.
He was accused of defamation government troops and undermining constitutional order until his release this week as a result of a presidential order after efforts led by African Union (AU) mediator Thabo Mbeki.
Al-Sheikh predicted that he would re-arrested and said sarcastically "every time we are arrested the president graces us and sets us free".
He went on to say that his release is a product of natural evolution that has occurred in the national dialogue and the intervention of Mbeki.
Sudanese authorities also arrested the head of the National Umma Party (NUP) al-Sadiq al-Mahdi separately last May but freed him a month later after an apology made by the party on anti-RSF statements their leader made.
The NUP Central Commission stated that they support the Sudan Armed Forces (SAF) and that what al-Mahdi mentioned regarding RSF is derived from complaints and claims "that are not necessarily all true".
The ScoP said in a statement this month that al-Sheikh was subject to daily pressure directly and indirectly for the purpose of forcing him to apologize and retreat from the statements he made against the RSF.
The EU mission in Khartoum welcomed on Wednesday the release of al-Sheikh.
The head of the EU Delegation to Sudan, Tomas Ulicny, told reporters following a meeting of the EU ambassadors in Khartoum that to create a truly conducive environment for the holding of the national dialogue, the release of al-Sheikh and NUP deputy chairman Mariam al-Mahdi should be followed by the adoption and implementation of other steps to ensure the full respect of political freedoms.
Ulicny demanded enactment of the necessary legislation to give effect to these freedoms besides releasing all other political detainees, and the opening of space for legitimate activities of the civil society.
On Tuesday, authorities also released 8 SCoP members from the prison of El Obeid, capital of North Kordofan state including university professor, Sideeg Nourain, journalist Hassan Ishag, SCoP’s Fakoki area chapter chairman, Ibrahim Ahmed Salim and 5 other student members.
Al-Sheikh disclosed in a speech before his supporters at the party headquarters in Khartoum that more than 50 security officers ambushed him at the entrance to Jebel Awliya in the south of Khartoum as he drove from al-Nuhood and surrounded his vehicle to search it under the pretext that it is loaded with weapons and drugs.
He said he was forced to leave the vehicle and told the officers that they should arrest him if they find what they are looking for.
The opposition leader said the charges against him, such as undermining the constitutional order, has no link to any of the statements made by him against the RSF.
He thanked Mbeki for his efforts to secure his release and also thanked the US embassy and Egypt.

Sudanese president agreed to release opposition leader: Mbeki
September 10, 2014 (KHARTOUM) – The head of the African Union High Implementation Panel (AUHIP), Thabo Mbeki, said that Sudanese president, Omer al-Bashir, welcomed his efforts for a successful dialogue in Sudan and agreed to release jailed opposition leader Ibrahim al-Sheikh.)
Mbeki, following a meeting with Bashir on Wednesday, said that the Sudanese president welcomed the agreement on national dialogue and constitutional process inked by Paris declaration forces and the national dialogue subcommittee for external liaison in Addis Ababa on 4 September.
He further said the meeting addressed “the need to create the right climate” for conducting the national dialogue by allowing freedom of expression, assembly and information as well as releasing political prisoners and detainees.
“And indeed the president again agreed about t the importance of that. So he said to me that according to our discussions the government would take the necessary action to release Ibrahim al-Sheikh,” Mbeki said.
On Wednesday evening a spokesperson for the opposition Sudanese Congress Party (SCoP) told Sudan Tribune that they were not officially notified of a decision to release the party leader, pointing that al-Sheikh is being currently arrested in Al-Obeid prison, North Kordofan state along with six others party members.
The National Intelligence and Security Service (NISS) arrested al-Sheikh in June after comments he made at a seminar in which he criticised the Rapid Support Forces (RSF) and accused them of committing abuses in conflict zones. He faces charges that could hand him the death penalty if convicted.
On Monday evening, NISS released the deputy chairman of the opposition National Umma Party (NUP), Meriam al-Mahdi, who has been arrested upon her return to the country on 11 August after taking part in talks between the NUP and the rebel alliance of the Sudanese Revolutionary Front (SRF) in France.
BASHIR SUPPORTS INCLUSIVE DIALOGUE
Mbeki said he discussed with Bashir the need to make progress in the national dialogue process, pointing the latter emphasised for the need of an inclusive process, incorporating civil society and armed groups.
The head of the AUHIP further said the Sudanese president expressed his support to the agreement on national dialogue and constitutional process adding that the dialogue high committee known as 7+7 “will meet and look at the progress (achieved) and take all the necessary decisions about that”.
“So we will continue our effort to engage both the 7+7 and the others (Paris declaration forces) about how to take forward that particular document which they signed in Addis Ababa and again the president agreed we should do that,” he added.
African and Western diplomats had earlier confirmed to Sudan Tribune that Mbeki’s meeting with Bashir aims to hold an all parties conference in Addis Ababa next month to reach a framework agreement for the internal political process.
MBEKI TO BRIEF UNSC, AUPSC
Mbeki said he informed Bashir that he will present a briefing about these developments to the African Union Peace and Security Council (AUPSC) on Friday and will fly five days later to New York to meet with the United Nations Security Council (UNSC).
“We will be able to give a report both to the AUPSC and the UNSC about this development, and of course urging all of them to help us to address other matters like forgiving the external debit of Sudan,” he said.
The minister at Sudanese presidency, al-Rashid Haroon, told reporters following the meeting that Bashir welcomed the agreement because it did not contradict with the outcome of the 7+7 committee, pointing the government would have preferred to sign it inside Sudan.
“However, we don’t mind as long as it did not overstep what has been agreed upon by the 7+7 committee,” he added.
He stressed that dialogue will be conducted inside Sudan and with Sudanese will.
Haroon said that Mbeki, in his recent visit to Doha, discussed with Qatari deputy prime minister Ahmed bin Abdullah Al Mahmoud ways to involve the non-signatories in the comprehensive process on the basis of the Doha Document for Peace in Darfur (DDPD).
KHARTOUM, JUBA RELATIONS
The meeting between Bashir and Mbeki also discussed results of the latter’s recent visit to Juba.
The head of the AUHIP said he agreed with officials in South Sudan to hold a meeting for the joint security committee in Juba to look into implementation of pending issues between the two countries.
He said that Bashir agreed to meeting of the committee, pointing the issue will be further discussed with Sudan’s defence minister, Abdel-Rahim Mohamed Hussein.
